Frank attended California State University at Northridge, studying business law and accounting, and also offers more than 40 years of experience in pension plan design and consulting, and plan administration. He continues to pursue education through professional courses offered by Penserv, Inc., American Law Institute, American Bar Association, and the ASPPA, among others.

Frank founded a plan design and consulting firm over 30 years ago, providing services to thousands of employers and individuals, including Defined Contribution, Defined Benefit, and Non-Qualified Plans. Working as a consultant for ERP, Frank also offers clients representation during audits and voluntary compliance programs.

Frank is actively involved in working for change in pension and tax legislation. He currently serves on National Tax Deferred Savings Association’s (NTSA) Government Affairs Committee and Legislative Relations Committee. These committees are in communication with the United States Executive Branch, Congress, Internal Revenue Service, Department of Labor, and Pension Benefit Guarantee Corporation; ;they comment on and help shape legislative outcomes, and develop witnesses for meetings and hearings. NTSA is responsible for communicating new and contemplated legislation and rules to its large member base.
